France-IX is a non-profit association which gathers up its members every year for them to vote the accounts and the renewal of the board committee. Members take part by voting for the financial accounts and the new board of directors.
The first part of the event is dedicated to France-IX achievements and next year plans. The second part of the event is open to sponsors and partners presentations and more generally attendees benefit from inspiring and high quality technical insights. The event ends with open discussions where everyone is free to share their opinions and inputs.
Attendees enjoy the numerous networking opportunities during the day, through coffee breaks, lunch and a cocktail at the end of the day. Sponsors benefit from these moments. France-IX GM starts at 9:00 AM with a welcome coffee, a lunch break, the announcement of the vote result, a mid-afternoon break of about 30 minutes, and a closing cocktail time to discuss informally with the participants.
The France-IX’s General Meeting is a private event reserved exclusively for the community of its internet exchange point. By default, only members, partners, sponsors and guests invited by France-IX have the right to participate.
France-IX reserves the right to refuse any registration of a non-member.

Franck Simon is President of France-IX Services since its inception in 2010 and brings his extensive industry experience to the management and ongoing development of the non-profit association Internet exchange point.
Prior to France-IX, Franck was the Technical Director of RENATER, the French academic network, where he worked for almost 15 years. As part of his duties at RENATER, Franck held responsibility for the SFINX (Service for French Internet exchange), the first Internet exchange point ever created in France, for more than 10 years.
Franck has in-depth experience in wide area networks (WAN) and of backbones operators as well as being knowledgeable about the strategies and policies for interconnection between operators and the context of peering in France and in Europe. Since 2012, he has also been involved in the AFNIC’s (Association Française pour le Nommage Internet en Coopération) scientific committee and its contribution to the definition of future trends in internet infrastructure.

Simon Muyal is Chief Technology Officer at France-IX. He has 15 years of experience in networking and interconnection, alternating between network engineering, R&D and network operational roles.
Prior to France-IX, Simon held different roles with RENATER, the French NREN where he worked during 9 years and operated the SFINX (Service for French Internet exchange). Delphine Masciopinto is Chief Commercial Officer at France-IX. She is an experienced telecom professional, who has lived and worked in six different countries in the past two decades, focusing on marketing and commercial development for service providers.
Prior to joining France-IX, she led the pricing and bid-support for North America for all the data services running on the Reliance Globalcom/FLAG Telecom network from 2007 to 2013. In the early 2000s, she contributed to the marketing and business development of Level 3 Communications in Europe. Prior to Level 3, she managed the launch of data and IP services for Orange’s subsidiaries in Denmark, Spain and Jordan. Delphine holds a Master’s degree in Marketing from Telecom Business School in France.

Christian Kaufmann is the Head of Network Technology at Akamai. He leads a global team of technologists focused on peering and interconnection, network, hardware, and datacenter architecture to enhance the performance and capability of the Akamai Platform.
Christian has a decade long industry involvement and stewardship on various Boards including Regional Internet Registries and Internet Exchanges. He was just re-elected this past May into the RIPE NCC Executive Board.
In the past Christian was the Technical Operations Manager for the Munich based INXS, served on the AMS-IX Board for six years with the last three as Chairman, and was also part of the Netnod Board of Directors. Being one of the cofounders of France-IX, he returned in October 2016 to serve as the President of the Board.
Prior to crossing into his tenth year with Akamai, Christian was Peering Manager at TeliaSonera and Technical Operations Manager at Cable & Wireless. Mr. Kaufmann earned a Master of Science in Advanced Networking from Open University in the UK. He also holds various technical certifications, including both a CCIE & JCNIE.

Jim Meehan, Director of Solutions Engineering
Jim Meehan is the director of solutions engineering at network traffic intelligence company Kentik. For more than two decades, he has worked as a security and networking technologist in a variety of roles, including founder, technical sales leader, network architect, and software developer.
Prior to Kentik, Meehan designed infrastructure for several Silicon Valley startups, and delivered Arbor Networks’ enterprise security, network visibility and DDoS mitigation products to a who’s-who of online enterprises. Before that, he co-founded one of the first dial-up ISPs in the Chicago area and founded a DSL provider that beat AT&T to market in much of NW metro Chicago -- all while still in high school. As a volunteer, he has written thousands of lines of custom code for Drupal and CiviCRM at Bay Area Children’s Theatre, where his wife is co-founder and executive director. He's also dad to three children, two boys and a girl.

Samih Souissi is a Telecom ParisTech engineer and has a PhD in computer science and networks. He is specialized in IP networks and IT security.
After working as a security consultant and a research engineer, he joined the French telecom regulation authority (Arcep) where he provides technical expertise in the following topics: Net Neutrality, Quality of Service, IP interconnection and IPv6. He is also involved in several expert working groups at the Body of European Regulators for Electronic Communications (Berec).

Eric Loos joined BICS in 2007, holding positions in IP Backbone Engineering and manager of the expert team in the operations department before taking up a role as Senior Product Manager Capacity & IP at the end of 2011.

François Contat is a network engineer specialized in security and is the assistant to the head of the network and protocol security laboratory at ANSSI, the French national digital security agency. As a national authority, ANSSI reports to the Secretary General for Defense and National Security (secrétaire général de la défense et de la sécurité nationale - SGDSN). The SGDSN assists the Prime Minister in fulfilling his responsibilities in matters of national defense and security.
Prior to ANSSI, François held network engineering roles with different carriers & ISPs in France during 8 years, expanding his skills on various network technologies, including all xDSL technologies.
