Franck Simon is President of France-IX Services since its inception in 2010 and brings his extensive industry experience to the management and ongoing development of the non-profit association Internet exchange point.

Prior to France-IX, Franck was the Technical Director of RENATER, the French academic network, where he worked for almost 15 years. As part of his duties at RENATER, Franck held responsibility for the SFINX (Service for French Internet exchange), the first Internet exchange point ever created in France, for more than 10 years.

Franck has in-depth experience in wide area networks (WAN) and of backbones operators as well as being knowledgeable about the strategies and policies for interconnection between operators and the context of peering in France and in Europe. Since 2012, he has also been involved in the AFNIC’s (Association Française pour le Nommage Internet en Coopération) scientific committee and its contribution to the definition of future trends in internet infrastructure.

Simon Muyal is Chief Technology Officer at France-IX. He has 15 years of experience in networking and interconnection, alternating between network engineering, R&D and network operational roles.

Prior to France-IX, Simon held different roles with RENATER, the French NREN where he worked during 9 years and operated the SFINX (Service for French Internet exchange). Simon holds his Master of Science from the French Engineering school, ENSEEIHT in Toulouse. He gives regular talks during industry conferences and is an active contributor to the peering community in Europe.

Delphine Masciopinto is Chief Commercial Officer at France-IX. She is an experienced telecom professional, who has lived and worked in six different countries in the past two decades, focusing on marketing and commercial development for service providers.

Prior to joining France-IX, she led the pricing and bid-support for North America for all the data services running on the Reliance Globalcom/FLAG Telecom network from 2007 to 2013. In the early 2000s, she contributed to the marketing and business development of Level 3 Communications in Europe. Prior to Level 3, she managed the launch of data and IP services for Orange’s subsidiaries in Denmark, Spain and Jordan. Delphine holds a Master’s degree in Marketing from Telecom Business School in France.

Christian Kaufmann is the Head of Network Technology at Akamai. He leads a global team of technologists focused on peering and interconnection, network, hardware, and datacenter architecture to enhance the performance and capability of the Akamai Platform.

Christian has a decade long industry involvement and stewardship on various Boards including Regional Internet Registries and Internet Exchanges. He was just re-elected this past May into the RIPE NCC Executive Board.

In the past Christian was the Technical Operations Manager for the Munich based INXS, served on the AMS-IX Board for six years with the last three as Chairman, and was also part of the Netnod Board of Directors. Being one of the cofounders of France-IX, he returned in October 2016 to serve as the President of the Board.

Prior to crossing into his tenth year with Akamai, Christian was Peering Manager at TeliaSonera and Technical Operations Manager at Cable & Wireless. Mr. Kaufmann earned a Master of Science in Advanced Networking from Open University in the UK. He also holds various technical certifications, including both a CCIE & JCNIE.

Jim Meehan, Director of Solutions Engineering

Jim Meehan is the director of solutions engineering at network traffic intelligence company Kentik. For more than two decades, he has worked as a security and networking technologist in a variety of roles, including founder, technical sales leader, network architect, and software developer.

Prior to Kentik, Meehan designed infrastructure for several Silicon Valley startups, and delivered Arbor Networks’ enterprise security, network visibility and DDoS mitigation products to a who’s-who of online enterprises. Before that, he co-founded one of the first dial-up ISPs in the Chicago area and founded a DSL provider that beat AT&T to market in much of NW metro Chicago -- all while still in high school. As a volunteer, he has written thousands of lines of custom code for Drupal and CiviCRM at Bay Area Children’s Theatre, where his wife is co-founder and executive director. He's also dad to three children, two boys and a girl.

Daniel Williams is currently Principal Director Product Marketing at Brocade with a focus on solutions for IX, Colo, Content, Cloud and Mobile providers.

His extensive career in the communications industry includes building, deploying, educating and marketing technology solutions in data center, metro and wide-area networks to address business needs in both service provider and enterprise networks.

He has previously held management positions in companies such as Nokia, Lucent Technologies and Ascend Communications, presented at industry events and contributed to industry publications.

Mr. Williams holds a BA with dual concentrations in Mathematics and Economics from Pomona College in Claremont, CA, USA.

With over 20 years’ experience in the communications sector, Mike has previously held a variety of marketing and business development roles at Colt Technology Services, Cable & Wireless and Mercury Communications.

Mike joined Interxion as Director, Connectivity Segment in 2012, with responsibility for business development and strategy Interxion’s connectivity segment. Mike’s current role at Interxion is Director, Market Development and Strategy, focusing specifically on markets where Interxion has made acquisitions. Mike has a BSc in Business Studies with a specialization in Marketing from the CASS Business School in London.

Thomas Volmer is in charge of interconnect and content delivery in EMEA at Google. With a telecoms background in sales, engineering and lobbying work, Thomas' interests lie in the evolutions of interconnect as well as infrastructure development, both in mature markets and the emerging world.

Samih Souissi is a Telecom ParisTech engineer and has a PhD in computer science and networks. He is specialized in IP networks and IT security.

After working as a security consultant and a research engineer, he joined the French telecom regulation authority (Arcep) where he provides technical expertise in the following topics: Net Neutrality, Quality of Service, IP interconnection and IPv6. He is also involved in several expert working groups at the Body of European Regulators for Electronic Communications (Berec).

Besides, Samih Souissi teaches IP networks, Security and Risk management for engineering and master students at Telecom ParisTech and Efrei Engineering School.

Luca is actually Internet Exchange Manager in TOP-IX, where he was hired as Business Development Manager in 2005. He has contributed to TOP-IX growth and sustainability along this time.

Before, he had a long experience in Internetworking realm, with different roles in Telecom Italia and BT. He worked for IXP community, serving for 6 years as Euro-IX board member. He usually attends Internet community at large and cooperated to promote ITNOG. Luca has a Degree on Electronic Engineering at Polytechnic University of Turin and an MBA at University of Turin.

François Contat is a network engineer specialized in security and is the assistant to the head of the network and protocol security laboratory at ANSSI, the French national digital security agency. As a national authority, ANSSI reports to the Secretary General for Defense and National Security (secrétaire général de la défense et de la sécurité nationale - SGDSN). The SGDSN assists the Prime Minister in fulfilling his responsibilities in matters of national defense and security.

Prior to ANSSI, François held network engineering roles with different carriers & ISPs in France during 8 years, expanding his skills on various network technologies, including all xDSL technologies. François holds his Master of Science from the French Engineering school, EPITA in Paris, France. He is particularly interested in the evolution of Internet technologies.

Mike joined LINX in 2010 as Manager Network Operations, and currently holds the position as Manager Network Engineering and Operations. He owns the overall responsibility for the day to day running of the LINX Networks including the member facing support teams.

Previous to his time at LINX, Mike had management positions in Operations, Customer Support and Network Engineering roles at PSINet, VIA.networks and Interoute where he also held the position as Peering Manager. Born in Luxembourg, Mike spent 7 years working in Switzerland and moved to London in 2007.

Richard heads up the telecoms, energy and automotive clients of AxiCom, delivering PR campaigns for the most innovate technology companies in the world. With more than 15 years’ PR experience, he has been the driving force behind building AxiCom’s sector expertise in the mobile and telecoms industries.

Richard’s experience spans the telecoms and enterprise IT sectors and includes IBM, Red Hat, Samsung and ZTE, and many of the industry’s hottest start-ups. Richard has a history of working with his clients to build value and equity in their brands, and has seen many of them transformed into market leaders that have gone on to be successfully acquired or to IPO.

Stéphane Meny is the Network and Security Group Architect at LVMH Group. He has more than 15 years of experience in networking and telecommunications with global footprint companies, in both managerial and operational roles.

Prior to LMVH, Stéphane has held different network engineering roles in AXA Group for 15 years. In his last position, he managed the network engineering team overseeing network projects in Southern Europe. Stéphane graduated from the University of Technology of Belfort-Montbéliard (UTBM) in France. He is particularly interested to catch and understand new IT technologies and trends that make sense and have deep impact on the corporate landscape.

Lionel Marie is currently the Network Innovation Leader at Schneider Electric. Prior to Schneider Electric, Lionel led the team in charge of the IP backbone at Colt in France.

With a strong background in the Internet Industry, he has been transforming the Global Internet access of Schneider Electric, from a "commodity access" to a "Cloud ready" network, leading the path for other international corporations in their digital transformation.

Lionel holds his Master of Science from the Institut Informatique et Entreprises (IEE) in France. He gives regular talks during industry conferences such as WAN Summit and AWS Summit and is an active contributor in the Internet community in Europe.
