As a non-profit association, France-IX needs to gather up its members once a year so that members can close its accounts and renew its board committee. It is a one-day free event in Paris fully run in English.

The first part of the event is dedicated to the presentation of France-IX’s achievements and future perspectives. The second part of the day is open to contributions from sponsors and partners, allowing attendees to benefit from inspiring and high-quality technical and market insights. The event ends with open discussions where everyone is free to share their opinions and inputs.

Attendees also enjoy the numerous networking opportunities throughout the day, with coffee breaks, the lunch and at the end of the day a Beer event we are organising just a step away from the venue.

France-IX’s General Meeting is a private event reserved exclusively for its community. By default, only members, partners, sponsors and guests invited by France-IX have the right to participate. France-IX reserves the right to refuse any registration of a non-member.

Franck Simon is President of France IX Services since its inception in 2010 and brings his extensive industry experience to the management and ongoing development of the non-profit association Internet exchange point.

Prior to France-IX, Franck was the Technical Director of RENATER, the French academic network, where he worked for almost 15 years. As part of his duties at RENATER, Franck held responsibility for the SFINX (Service for French Internet exchange), the first Internet exchange point ever created in France, for more than 10 years.

Franck has in-depth experience in wide area networks (WAN) and of backbones operators as well as being knowledgeable about the strategies and policies for interconnection between operators and the context of peering in France and in Europe. Since 2012, he has also been involved in the AFNIC’s (Association Française pour le Nommage Internet en Coopération) scientific committee and its contribution to the definition of future trends in internet infrastructure.


Simon Muyal is Chief Technology Officer at France-IX. He has 15 years of experience in networking and interconnection, alternating between network engineering, R&D and network operational roles.

Prior to France-IX, Simon held different roles with RENATER, the French NREN where he worked during 9 years and operated the SFINX (Service for French Internet exchange). Simon holds his Master of Science from the French Engineering school, ENSEEIHT in Toulouse. He gives regular talks during industry conferences and is an active contributor to the peering community in Europe.


Delphine Masciopinto is Chief Commercial Officer at France-IX. She is an experienced telecom professional, who has lived and worked in six different countries in the past two decades, focusing on marketing and commercial development for service providers.

Prior to joining France-IX, she led the pricing and bid-support for North America for all the data services running on the Reliance Globalcom/FLAG Telecom network from 2007 to 2013. In the early 2000s, she contributed to the marketing and business development of Level 3 Communications in Europe. Prior to Level 3, she managed the launch of data and IP services for Orange’s subsidiaries in Denmark, Spain and Jordan. Delphine holds a Master’s degree in Marketing from Telecom Business School in France.


Christian Kaufmann is the Head of Network Technology at Akamai. He leads a global team of technologists focused on peering and interconnection, network, hardware, and datacenter architecture to enhance the performance and capability of the Akamai Platform.

Christian has a decade long industry involvement and stewardship on various Boards including Regional Internet Registries and Internet Exchanges. He was just re-elected this past May into the RIPE NCC Executive Board.

In the past Christian was the Technical Operations Manager for the Munich based INXS, served on the AMS-IX Board for six years with the last three as Chairman, and was also part of the Netnod Board of Directors. Being one of the cofounders of France-IX, he returned in October 2016 to serve as the President of the Board.

Prior to crossing into his tenth year with Akamai, Christian was Peering Manager at TeliaSonera and Technical Operations Manager at Cable & Wireless. Mr. Kaufmann earned a Master of Science in Advanced Networking from Open University in the UK. He also holds various technical certifications, including both a CCIE & JCNIE.

Sylvie Ahouassou has been the Legal Manager of France-IX since November 2018. She is also in charge of GDPR compliance. Before joining France-IX, she worked for 19 years in banking and insurance groups in France (Legal & General, Crédit Agricole Assurances) and Africa (Rawsur in the Democratic Republic of Congo). Over her career, Sylvie has been in charge of legal issues in various fields, including, but not limited to, contracts and personal data protection.

Raphaël MAUNIER, 40, has been working in the telecom industry since 1998. He began his career as a security and network specialist at Ornis (now Sewan Group). In 2005 he joined NeoTelecoms, a company born from the sale of the activities of the American group AboveNet in France following the explosion of the Internet bubble. He contributed to the company's sustained growth by deploying the NeoTelecoms’ backbone in more than a dozen countries.

In 2008, in parallel with his professional activities, he founded the France-IX association exchange point with the aim of improving Internet connectivity in France with the support of the entire community. France-IX entered the TOP 10 global Internet exchange points in just 4 years. He left the executive board in 2013 after setting up a powerful team capable of ensuring development. France-IX has inspired many exchange points and associations of operators whether in Europe or North America.

France-IX has also become a key player in linking Internet traffic between Africa and Europe, which was one of the fundamentals of its creation. In 2010 he became Chief Technical Officer of NeoTelecoms and managed a team of a dozen people. He also represented the company with public authorities (ARCEP, government, ...). The network of NeoTelecoms has risen in less than 4 years, according to Renesys, in the top 100 operators in the world becoming one of the key players in the French Internet landscape. NeoTelecoms was also one of the first operators to democratize a DDoS protection offer for hosting providers and operators.

From 2011 to 2014, he also taught network design and Internet infrastructures to students of Telecom Paritech high school.

In 2012, he left NeoTelecoms to join Jaguar Network to support the company in its international development by taking on the role of Director of Strategy. In 2013, he left his position at Jaguar Network to focus on the Acorus Networks project that he co-founded in 2014 with Benjamin Schilz.

Since then, he also has managed his consulting company, Zoreole Services, which supports many companies in their network and security strategies (Intrinsec, AXA, Netflix, GE Software, Mediactive, Cdiscount ...).

At the end of 2014 he reduced his consulting activities to focus on Acorus Networks startup project to launch an innovative DDoS protection solution for connected companies.


Louis Carver, CCO at AFR-IX Telecom, a leading provider of integrated data services, spanning over 40 countries in the west, central, southern and eastern Africa regions with additional presencesin the major data centres of Europe. Using multiple oceanic and terrestrial support systems and working closely with in-country licenced partners, AFR-IX Telecom bridges the digital divide with a simple “go-to-market”process, coupled with a cemented SLA, based on a unique regional network topology, thus limiting excessive latencies.

Bringing over 25 years of experience of deploying network services in Europe, the Middle East and Africa with various well-known Global Provider logos, Louis oversees the strategic business development at AFR-IX Telecom in terms of commercial activities, and partnership programmes.


After 11 years spent at Teleglobe/Tata Communications where he led data wholesale and Media business in Continental Europe, Nicolas joined Gartner a well know research & advisory company where he was responsible of Orange Group account management.

He joined Akamai in 2015, as Network Strategy Lead for Southern Europe. His job consists to build and extend network relationships with Telco’s to sustain YoY IP traffic growth and consistently contribute to improve experience delivered to our respective customers.


Samih Souissi is a Telecom ParisTech engineer and has a PhD in computer science and networks. He is specialized in IP networks and IT security.

After working as a security consultant and a research engineer, he joined the French telecom regulation authority (Arcep) where he provides technical expertise in the following topics: Net Neutrality, Quality of Service, IP interconnection and IPv6. He is also involved in several expert working groups at the Body of European Regulators for Electronic Communications (Berec).

Besides, Samih Souissi teaches IP networks, Security and Risk management for engineering and master students at Telecom ParisTech and Efrei Engineering School.


Mary has run the France-IX Public Relations programme from the PR agency, AxiCom, since 2015. She works closely with France-IX to produce news announcements, draft and place articles in relevant publications, set-up media and industry analyst briefings, and enters France-IX for industry awards. The aim is to continue to raise awareness for France-IX and the benefits of membership, so if you have a positive and interesting story to tell about being a France-IX member, please let her know!


Caroline brings nearly two decades of knowledge to her position as strategy and business development director for Interxion’s connectivity segment - with previous experience including roles with BT and Vodafone.
Having studied in her native France, Caroline moved to the UK in 1997, and uses her extensive telecoms background to support Interxion’s carrier and enterprise customers with their colocation strategy, connectivity and hybrid cloud requirements. She is responsible for managing connectivity customers across Interxion’s international footprint, forging communities of interest within the data centre environment.
These connected communities have come to form a number of ongoing 5G industry roundtables which Caroline leads, where key influencers in the global telecoms market discuss the development of 5G technology and the challenges and opportunities it presents for the telecoms industry.

  She also uses her role to push for greater gender diversity within the traditionally male-dominated telco and data centre industries, ensuring the connectivity team across all of Interxion’s European markets are championing, creating and actively participating in relevant programmes.


Network engineer, he studied Computer Engineering at the University of Padova (Italy), working on the European project VISIONS, in the field of vehicular information technology. In 2004 he started cooperating with MIX on the development of a traffic analysis project, and eventually joined the company in 2005. His activity mainly focuses on traffic data analysis, configuration of networking equipment, monitoring of peering interfaces and utility tools development. Since 2010, he also teaches classes on how an IXP works to the many students that every year come to visit MIX.


In 2015, Ferdinand co-founded moji which provides small-to-medium-sized businesses fast internet access with full L2 capabilities embedded at 10 Gbps.

Ferdinand had entrepreneurial ventures in various fields such as IT services and the restaurant business before joining the telecom industry.


Dominique is a senior Consulting Engineer in the IP Network Solutions and Consulting team at Nokia, EMEA region. In this role, he provides design guidelines based on best practices and customer requirements with a focus on IP/MPLS portfolio and Nuage SDN solutions. For this, he interworks with Nokia technical sales as well as technical experts in leading EMEA customers. Currently based in Paris, Dominique has been in the Telecom industry  for the last 20 years on various roles including support, professional services and CTO office on various technologies. He joined the IP Consulting engineering group in 2008. Dominique owns a Master in computer science and a Master of Business Administration.


Senior Vice President, Product Marketing and Development, Orange International Carriers Jean-Bernard Willem has been SVP Product Marketing and Development at Orange International Carriers since March 2017. He has been with the Orange Group for over 24 years and has extensive experience in the domain of marketing. As part of the management team in charge of marketing digital entertainment services, Jean-Bernard’s knowledge of TV content delivery includes defining marketing strategies, products road-mapping and partnership negotiation. Among his previous roles, he worked extensively in the cable installation side of the telecom business. In addition, he has broad experience in Business Development and Business Unit management positions for the Orange Group, including retail management, consumer marketing and project management. Jean-Bernard has a background in business development, business management and innovation and holds an engineering diploma from ESTP, as well as an MBA from ESCP.


Pierre SMITH is the Head of Wholesale Data Strategy at Orange / International Carrier. Fond of the Internet and its evolution, Pierre works on different projects related to Orange international networks: IP transit (Opentransit - AS5511), cybersecurity, development of networks in new geographies, ... While he was working at Orange Business Services he has also contributed to the launch of several websites, applications and services using APIs, such as SMS, click to call, geolocation. Pierre has a background in business development, marketing and innovation and holds an Master’s Degree from ESCP Europe and a German Diplom-Kaufmann


With more than 20 years of professional experience, Servane Augier has developed a solid expertise in various and large scale sectors of activity technological. Graduated from Sup de Co Nice, she has worked in sales positions with major private accounts in the industrial, retail and banking sectors. In recent years, she has held sales management positions in teams addressing the public sector. Before joining Outscale, Servane Augier was Sales Director for key accounts in the financial sector and then in the public sector at SFR.

Since November 2017, Servane Augier has been working with 3DS OUTSCALE to support its customers from the public sector, and help them develop their Cloud strategy to innovate and achieve their digital transformation objectives. In September 2018, Servane Augier took over the entire 3DS OUTSCALE Sales Department.


Lionel Marie is currently the Network Innovation Leader at Schneider Electric. Prior to Schneider Electric, Lionel led the team in charge of the IP backbone at Colt in France.
With a strong background in the Internet Industry, he has been transforming the Global Internet access of Schneider Electric, from a "commodity access" to a "Cloud ready" network, leading the path for other international corporations in their digital transformation.
Lionel holds his Master of Science from the Institut Informatique et Entreprises (IEE) in France. He gives regular talks during industry conferences such as WAN Summit and AWS Summit and is an active contributor in the Internet community in Europe.


Engineer, Telecom SudParis and Michigan university graduate, Sami joined Telehouse in 2010 as Sales Engineer. During his first 3 years at Telehouse, he became central to the growth of Telehouse France Data Centers and connectivity services. This led him to join the Strategic Board of Telehouse Europe in 2013.

  In 2014, he takes the head of the sales department in France, and is quickly appointed as Deputy Director of Marketing and Sales. As such, he is in charge of accelerating Telehouse’s growth, while helping clients and prospects of the group to improve their interconnection abilities.

  Sami Slim brought Telehouse his passion for a free, neutral and open Internet. His deep knowledge of the IT market, combined with his proximity to the major players of the World Wide Web, allow him to strengthen Telehouse performances and establish himself as one of the most trusted managers of the Group.
